Sounds like MS is getting really desperate.

"Have you upgraded to Windows 11 yet? If not, what’s the main reason that’s preventing you from doing it?"

No, because my otherwise perfectly fine Windows 10 laptop can't run Windows 11. It's an 8 thread i7, 16GB RAM and 1 TB SSD with a 17.3" screen. I won't even consider a new Windows laptop until Arm Windows laptops are common. I am so done with Intel heat/fans/junk battery life.

OTOH, I do have Windows 11 Arm on this Mac laptop (Arm of course) in a VM. It runs fine. The good news is I paid $40 for Windows 11 Pro. I typically run Windows 11 and MacOS (of course) for about 12 hours a day, and the laptop remains cool. And has 18 hour battery life. And no fan noise.

It's really nice having both on the same laptop. I can cut and paste stuff either direction. The ultimate 2in1.

In fact, it is SO nice I may never buy another Windows laptop.
