Microsoft surprisingly hasn't updated the icon changer

Wow is this interface ever antiquated. You have to know the name of the DLL containing the icon you want. Microsoft really should update this to make use of icons already in the registry and let us pick from those, no choosing of executable needed. Much more user friendly, and would stop the endless stream of questions about changing icons. Now the only issue is that not all apps actually register themselves... but that's easily solved by keeping the current interface around as a fallback. Come on Microsoft; you committed to Windows as a service, can't you fix this bit of ugliness?
 
Honestly I feel that's something that's one of the zillion legacy stuff left over that normal users won't ever touch. I'm not sure they want to promote icon changing too.
