Mobile plan setting not added in Notification. Windows Phone 8.1 update

Most of the frequent settings change that a mobile user does is changing, switching on\off his 2G\3G data plan from Settings -> Mobile. Why didn't we add this to our notification tool bar?

It is there, sort of.

Just use flight mode. If you still want WiFi but no cell data, just tap the WiFi setting and you'll get connected again.
