the stock video app can handle purchased videos, and video files that are from elsewhere like a camera video recording.

In other words, yes.
Its a video player that also happens to have a store attached.

It will play most videos, online, offline, FORMAT LIMITATIONS APPLYING. VLC is also worth checking out, its known as the "swiss-army-knife" of media players.
