MSN Weather problem
The problem began about one week ago on my MS Surface Pro 3 (Win 8.1). Opening the app simply results in the spinning symbol on the blue screen. Waiting does not help. I Uninstalled and Reinstalled several times. It works OK right after reinstalling but once it is closed it does not reopen.
