You need to add artist background image via apps available on windows PC/laptops. There was an app "MPA tool " which used to add these tags atomically but sadly the app isn't working on windows phone 8.1 devices at moment.

You can use iTunes on a PC ? just find the artist image on Bing or your favourite search provider and tag it using iTunes or media monkey ,
