My incomingin video picture on Skype is not working

My contact can see me and I can see me during a Skype video but I cannot see my contact's picture on my computer. My laptop has a built in camera that activates when I accept a video call.

Is it possible the person you are speaking with has their camera turned off or masked somehow like taping a piece of paper over it?

Sounds like the fault is at the other end.
