My phone is charged but it is frozen. I can't get the "sliding" screen to work

it's on and fully charged but I can't get the screen to scroll so that I can access my phone, my texts, my emails.....

Have you tried performing a soft reset?

Press and hold the volume down key and the power button until your phone reboots.
