Need an app for streaming videos from my PC to my phone over WiFi

I have a L1320 running WP8.1
I have a Windows 8.1 PC that is hooked to a Wi-Fi modem with an Ethernet cable.

I have a lot of movies on my PC hard drives. Many are in MKVs. Now, I do not want to take the trouble of converting them to MP4 or buying MoliPlayer. I just want to play them on my PC, but stream the entire content over Wi-Fi to my phone.

I tried using Remote Desktop, where the sounds were played on my device. However, that entire thing took place over the internet, introducing lags (major frame drops and AV sync issues), I want a simple media streaming over WiFi, similar to something that I can achieve using the Easy Transfer app. The media is there on the phone, and I can play it on my desktop over WiFi without any large file transfer taking place in that sense.

Here, I just want the same thing, where the media will be played on my PC, but will be streamed to my phone. I hope you all get it.
Also, I want it all to be FREE!

P.S. Also let me know how to set things up, if it is not that simple!

I use Media Browser. It works very well. Not free, but I bought it with the Microsoft Store credit that they were given away a while back.

Not free, but Plex is absolutely awesome, and the plex server (which is free) transcodes the video for most any dlna device.
I can play any file on my media server, through my kindle hdx, phone, wifes ios devices, or even the "home network" part of the Hopper...

And it plays well via the wifi connection between my devices and the server.
