New Lock Screens?

During BUILD there were some posts showing off new lock screens that had different looks and styles to them. Was that not part of 8.1? Just wondering?

Joe Belfiore said that they are keeping the APIs private (meaning only Rudy Huyn has access). That could mean that in this build they haven't been implemented so developers could use them. I am hoping that they have allowed Rudy's app to be used to have those cool lock screens. If not, it means we have yo wait for another (small) update.

Any indication of what the app would be called and if/when it might be public?
