Not necessarily, it varies widely. They just happened to be friendliest with this rollout (8.1 + Cyan) which was oddly erractic.
Example: The GDR2/Amber update (for the 920...), AT&T released it months after practically everyone else.
Windows 10 is a major release just like Windows Phone 8.1 Cyan. Such releases take time to develop as it includes major changes to the OS. This year MS released Windows Phone 8.1 and there will be possibly be 3 updates to the OS (GDR1, GRD2 and maybe GDR 3). I guess this is fair enough. I'm sure with Windows 10 we are going to see something really big so cut them some slack.
