NFC. Lumia Tap and Pay?

I never heard that Nokia/Lumia phones have "Tap and Pay" technology, until today.....I was playing with my settings and when I was at NFC settings I saw "Tap to pay".

So I have a Lumia 929/Icon. And yes, it's unlocked for any carrier. So how does NFC tap and pay work on Lumia/Nokia phones? My lumia Icon is using T-mobile network, so would NFC work? Since it does say "You must have a payment SIM for this to work" didn't really get that part. Do I need a SIM? Since I already have a app called "Wallet" where I put my credit/debit card numbers.....

Note: The app was included when I first got my phone. It still remains there even when I reset the phone.

In the US on Windows Phone you need the following:

A SoftCard App (only out for Verizon and AT&T)
A "secure" SIM from your carrier
A card authorized by SoftCard
A carrier branded phone on the carrier it was branded to

No others shall pass...
