No Cortana even though region set to USA??

Hey all, I just downloaded the 8.1 dev preview however there is nothing about Cortana? I cannot find the app anywhere on the screen or the app list. My region was always (checked if still is) set to USA. What am I doing wrong? Tried soft reset, didn't help...

Speech needs to be English (United States) too.... not just Region.
Regional format can be anything.

Check to make sure both Region and Search settings are set to U.S. Not sure if language has to be U.S. English or just any English, but try that as well.

Language and region needs to be English usa. Just did it and enabled cortana.

I have Cortana set up however it won't pick up my voice. (Lumia 925 in the UK)

i got cortana after hard reset and selected language to usa..

okay from settings I selected the language option. English (UK) was above English US. I moved US above and restarted. Now I have cortana...however no sound ...

I am based in UK with a Lumia 925. Just upgraded to 8.1 and followed the step of making region US...no cortana :-(
I have since also changed language and turned location services off but still no cortana.

Any ideas?
