No cortana with windows 10 preview

ok.. got my replacement 635 lumina.. did all the updates now on windows 10 ... no cortana

I am in Canada
bell mobility

no sim card yet in the phone

I have changed the region to u.s. and still nothing..

any suggestions??

Did you change your speech also and did you add your keyboard to english US?

Because I had WP10 TP on my Lumia 830 with Bell Mobility and Cortana was there but like mention above, she was written from the ground up and is missing a lot of features that we currently have with WP 8.1.
