Your phone shouldn't be off while charging. Your battery should never reach 100 percent. It was the vase that with older phones, with older batteries, that you should have your phone off, but battery tech has evolved enough that that isn't the case. Next time you charge your phone watch your battery. It will drop from 100% to 96-93% within 15ish minutes. It isn't good for your battery to stay at 100%.
I really don't understand why this would be an important feature. What is the scenario where this function would save the day?
With the phone mostly powered down/off, it allows a larger amount of the recharge current to go directly toward a full recharge of the phone. ie recharge TIME.
