Nokia Care is BLOCKED

When I go into SETTINGS / APPLICATIONS then BACKGROUND TASKS, Nokia Care is showing as blocked and won't let me unblock?

Is there anyway of unblocking this, or is it normal?

It's not the app that is blocked, but its background tasks are. It means that when the app is closed, it can't run any background process until it's opened. It's normal.
