My pc is running Windows 8.1 Pro Update w/Media Center x64. My Nokia Lumia 521 is running Windows Phone 8.1 Developer Preview. I installed the Nokia Software Recovery Tool 1.4.3.0 on my pc. The software can't find my phone to recover it back to Windows Phone 8. My pc however see's my phone. When I press the volume down & power button, as the software say's to do, nothing happens. No vibrations, just the window saying to slide down to turn off the phone. Any help is appreciated. P.S. Otherwise the phone work's great. Yes, the battery is charged on it.

you have to hold down the buttons for 10 seconds until it vibrates.
Edit : I just tried it and the software didn't ask to hold the power and volume button. is the app updated?? does your phone not respond???

Yeah, I'll wait for you. The software say's the volume down/lower & power buttons. I get nothing for over 5 minute's. Just the scroll down to turn off the phone on the phone. If I do the volume up/louder & power it vibrates. However when I click ok in the Recovery Tool software, nothing happen's. It still say's searching for phone. As the screenshot's show, Windows 8.1 see's my phone. The phone also, vibrates, like it's supposed to when I turn it on.

ok here's a way, when it says it's waiting for your phone to connect remove your phone from the USB cable and switch it off......press ONLY the Volume "DOWN" button and keep holding it while you plug the USB cable again until you see an exclamation mark! and now it will switch off on its own and show you NOKIA and the phone should get recognized! and if it still doesn't then let me know (you can get out of the nokia screen with a soft reset or a normal reboot)
I'm posting the photo so you know it worked for me!

P.S - it's not the normal "Nokia" which shows on reboot because it's not on the center of the phone.!!

That sounds like you only did a hard reset which will not revert you back to 8.0. I have successfully restored a 520 back to 8.0 using the Software Recovery tool. I just tried my 520 with the latest version and my phone was off when I plugged it in and started as soon as the USB cable was attached. Then the Recovery Tool recognized the phone. I also ran the tool as an Administrator although I'm not certain that matters.

Not sure what it is. It was fine until the latest update, then it got stuck in airplane mode and it will not recharge. I tried a soft reset AND a hard reset, but nothing has changed. i rang Nokia and was told to use the recovery tool, but as you know, it did not work. and now my phone is just about dead, so no fix is going to work. so another expensive phone call to Nokia when they open I guess :unhappy:
