Not able to download updates (10586.29)

I'm also having this issue. I've restarted my device (power+vol down), powered off, turn wifi on/off over 5 and 2.4 ghz settings and even turn on/off cellular. It still sits at 0% and my apps aren't downloading either.

My question is, I am not on windows insider, my 950xl has a few bugs that are annoying but not blocking the experience, I would like to update, mainly because I hope band 2 would work. I am not getting this as a regular user, so question is, since this is my main device, shall I hard reset and wait for the update, or put the step in the insider world and then update or what? any suggestion is appreciated
