Odd issue when scrolling on some websites in Chrome...

Last night, I noticed an odd issue as I was surfing a couple of other websites. As I scrolled down, about three inches of the forum's background color creeps up from the bottom and the site's content is only visible on the top portion of the screen. If I scroll back up, that background color creeps down and the site's content fills the screen.

This is only on certain sites/forums that I have noticed, but it's annoying. Anyone else notice this?
