Older Lumia users unable to join insider?

Hey, guys! A friend if mine wants to get CU over insider in his Lumia 930, but he's unable to join it, and we think it's because he hasn't joined insider before. Could that be the case? Have somebody notice this issue as well?

you have to hack the registry to make the phone think it is a 950 or 950 XL

Thanks! That's what I was thinking should help. But do we know that this really has to be done? I mean, do we know that Microsoft has decided to block these older Lumia's from getting into insider?
