On the Windows 10 desk top pc where is the Emoji keyboard?

On the windows 10 desk top pc where is the Emoji keyboard.

Cannot find the Emoji keyboard in the task bar or is it just for the touch screen PC.
Would like to use EMOJI in Windows Mail.

Right click the taskbar and select the “Show touch keyboard button” to enable the keyboard in the right lower corner of the screen, just near the system tray clock.

Once you do that, open the chat window where you want to insert an emoji, click the touch keyboard button in the system tray, and hit the smiley face icon in this keyboard.
