Pen Screenshot always opening onenote.. can that be turned off?

I have the double click screen shot opening onenote to select a section to clip all the time... is there a way to turn that off? I relocated the save folder of screenshots to my system pic/screenshot folder as well.
I haven't found a onenote setting or general system setting to kill that "feature" anywhere.
