phone storage problem

My phone says low space but when I go to the storage viewer in settings it only says that like 6 gb of 14.5 are being used and there is no information for the last 9 gb??
 
Perhaps a tad more info ...
What phone ?
What version of the OS ?
How are you getting phone storage (what app / feature) ?
