photo app not updating when skydrive is updated

I rearranged my SkyDrive photos into folders however the new folders do not show in the photos app. The SkyDrive app does show them correctly.

How long has it been since you reorganized them? I believe the native Photo app has a bit of a delay on sync with the MS account services. Not sure how much though.

I'd say about 12 hours. I didn't realize there was a delay. I've been searching through Msoft forums and never noticed anyone mention a delay.
