"Pivot" Design remains?

Look at the Design of the People app on Windows 10 for Phones.

The headers are on top. Could that mean the pivot design is still there

I've seen about 3 different styled pivots now. :/ The call log/dial app has those blocks with icons and text. Here you have a big fat blue block with 3 pivots. And other apps have double bars with pivots. Looks like a chaotic mess so far.
