Play pre-recorded message during call?

Windows phone has a good feature - "text reply". I use it all the time when 1)I know who is calling 2)they are calling from the cell phone. That's not always the case, so for unknown and/or landline callers I would like to be able to receive the call first and then by pressing a button or two play back a pre-recorded audio message for the caller.

So, the essence of the question is: Is there an app (Windows phone 8.1) that would play pre-recorded audio through the phone line so the other side can hear it?

Nice wild idea, but I dont think developers are given that liberty to touch some of these things in the app... like disturbing ongoing call!!
