I think the potential of windows tablets is much greater than that of Windows Phone.
So while Microsoft should not give up on Windows Phone, they should put more resources in the Windows tablets market. I think tablet users have at least some incentives to download apps from Windows Store.
- Many people are already using Win 8.1 tablets/laptops, although not many of them pay much attention to the Windows Store
- It makes sense for iOS/Android users to keep using their iPhones/Android phones while consider using Windows tablets. Even if universal apps cannot fully satisfy their needs, they can still use apps on their phones
- The Surface devices have already caught major attention from people, including those who like Macbooks/iPads. More and more people will consider using Windows tablets.
