Illumina 6:40 is unclear whether the unit should be powered up FIR the very first time, during the request for the unlock code or after the request has been completed for the unlock code.

Assuming you are talking about a locked Lumia 640 phone, if you have IMEI number on the package of the phone, you can request and get the unlock code first and then start the phone with a foreign sim to unlock it.
