Problems with notifications

My notifications for both Whatsapp and Viber do not work. I've tried resetting my phone, I've tried deleting the apps and re-downloading them but yet nothing works. The actual apps do not appear in the notifications + actions, as an option. I cannot turn on the notifications at all ! When I open Whatsapp I receive a message saying the following: Whatsapp detected an issue with your phone that will prevent you from recieving new message notifications. Please reboot your phone. I really need some help please :

For starters, we need to know what version of Windows Phone you are running, and what model phone you have. These may help us to assist you with the issue.

If you are using the Windows 10 for Mobile preview, please note that it is incomplete and not everything will work as expected. I currently do not receive notifications for emails on Windows 10 Mobile, so it could be a similar issue.

Thank you for replying. My phone is Samsung ativ s and I've got windows 8.1...
