Process to refurbish work laptop (without HD) for home use

My work has an older laptop (Windows Vista) that they removed the HD for data archive purposes. I can have the system, but after purchasing a new HD, can I use the Microsoft Vista software license key on the bottom of computer to reestablish the OS and then pay to upgrade to Windows 7 (or 10)? In theory I would think that this should be possible, but before I go through the effort and expense, wanted to make sure I am not wasting time or money. [Computer is a HP Pavilion DV9000 in decent shape and good enough for a teenager's school work.]

1. Yes you can use the key.

2. Or you can just get any standalone Windows Vista, 7, 8, 8.1, 10, etc. and go straight to that.
