I'll try again. The article containing the qr code is on the phone screen. Can it be read or not?
I don't see a way to use Bing vision to scan an article your looking at on the phone.

I thought you meant on a tablet, desktop or laptop display. In that case you won't be able to read it the article should have a link to whatever app or game it is in the article as well.

If the person that put the qr code there was smart, they would make the qr code be a clickable link too. Did you try tapping on it? Or seeing if there is another link around it somewhere?

here is the answer , . First you should have UC browser.
save the qr code image in the phone. then in UC browsers , in settings there is an option to scan qr code from mobile.(saved pictures or anywhere).
