It shouldn't be an option. It should just be there. My BlackBerry Bold 9900 just automatically resizes and wraps text after zoom. This should be basic functionality. I hope WP8 has it or it's gonna be a difficult transition for me. I have a feeling a lot of the stuff my BlackBerry does will be missing in WP8 but I'm making the move anyway because I love them damn tiles LOL!

Well sometimes the text doesn't reflow correctly or it screws something up so I'd like an on/off option.

I used text reflow on Windows Mobile (Opera) and there were numerous instances where I didn't like the way it broke formatting. It should definitely be an option.

Text reflow made sense in the days of 3.2" 320 x 480 screens, but with a 4"+ screen and high resolution, it's a lot less necessary.

I agree it's a lot less necessary but what if you like to browse in portrait instead of landscape? It could still be an issue. I hope WP8 does have this feature.

Even in landscape, I happen upon many forums and sites where the text is at an uncomfortably small size to read. I don't see a convincing reason why this feature should be omitted.
