Update: sooo.. I fully updated the surface 2 again. And attempted to see if outlook still freezes. It does! I didn't update office though. So I'll update again later to see if it happens again.

BTW, if anyone wants to try, make sure to watch a video. Minimize to half the screen, then open up the desktop on the other screen. While the video the video is playing, open up outlook on the desktop screen. If it freezes, I'll know it isn't only me.
