I made small low light photo comparison against my 1520.

950XL is superior in auto mode but 1520 can produce comparable result in manual mode but only if you can take shot which isn't blurry.
This image sums it up how cameras differ each other
950XL lens is so much faster that your chance to get blurry free shot in low ISO setting is greatly increased. I also noticed that 950XL shoots way brighter photos when using default exposure. You need to use -1.3 step adjust to bring it down to 1520 levels. There doesn't seem to be difference in noise levels at same ISO setting between devices.
Colours seems to be better on 1520 but that's just because 950XL over brightens photos. Bringing exposure down makes colours look same like on 1520.
It needs to take more photos on different scenes to reveal true differences but it's clear when going to extreme dark scenes 1520 can't compete anymore. When in situations where there is more light 1520 can take equally good photos. Obviously 950XL can freeze motion also way better without going to extreme ISO settings.
Oh, and issues with lens flares are much smaller on 950XL, which are obvious on 1520 case.
