Was interested after I saw the Bing Rewards update .. Definitely one of the better Web Apps I have used, but I noticed a lot of users could not tell a difference.
Since WP8.1 uses Trident, this should apply to almost every WebApp. If you can scroll down, do so. Immediately after the inertia motion, pinch inwards to zoom.
The rendered webpage should now zoom!
IE scrollbar, and header/footer information can give it away as well...
