Quiet hours & Cortana need location services?

This is disappointing. I have a small amount of data every month & if Microsoft insists on collecting usage data and using location services for stuff like this, it essentially makes both features useless to me.

Does anyone know if this requirement will be lifted on the official release of 8.1?
 
To be honest, I haven't seen much data usage from Cortana anyway however having location services on can be battery draining especially if you have apps that are enabled to access location services. Furthermore most of the stuff you tell Cortana, currently stays in her notebook therefore on the device itself and MS is saying they don't get pushed to the cloud.

In terms of disabling the link between location services and Cortana, that is highly unlikely as she does need location services for Geo Fencing - this is used for Location based reminders and Wi Fi Sense.
