Why do videos automatically play WITH VOLUME even when quiet hours are enabled??? So annoying at 3am while in bed browsing with IE

cause quiet hours are supposed to be when you get a call not viewing videos or listening to music... you should low the sound bar for that...

Quiet hours isn't a system wide mute tool. Quiet hours setting won't light up your phone or sound a tone when you get a call / text / email / app notification.

Is there anyway to have quiet hours on and allow email or txt sound thru for inner circle people or select email addresses?
