Random freezes in Windows 10

Once and awhile my Windows 10 machine locks up. Not long, maybe 5 seconds or so, but it is very annoying. I can't do anything in that time I just have to wait. Help?

First of all, any info on hardware would be nice. Older machines or budget PCs might see that more often. What programs are you using when that happens?
