Read and respond to incoming Text Messages aloud in car Bluetooth stereo

The Lumia 950 connects to my bluetooth stereo and lets me know I have and incoming text from whoever. Cortana ask if I want to hear the message or not or to call the person. I'm able to respond in my own words in real time to the message. It is truly hands free and app free.
I need this functionality moving forward outside of Microsoft. Who has this capability?

I'm not sure if Apple does, but Android definitely does not. This was the biggest reason, I went back to using my 640 again.

Maybe if you have Android Auto, I don't know. My car doesn't have that.

Yes, It is not easy walking away from that function. My passengers and friends of Apple & Android phones all have said that is one app that they thought they could obtain, right!
I want to carry one phone but not possible unless I have to give that up! Cortana on Android is not as advanced yet.
