Receiving error "The Boot Configuration Data file doesn't contain valid information for an OS"

Here's the whole message:

"Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:
1. Insert your Windows installation disc and restart your computer.
2. Choose your language settings, and then click "Next."
3. Click "Repair your computer."
If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

I have Windows 8.1. I don't have the installation disc, so I tried to use an USB with Windows 10 on it, but it's not working. Pressing keys doesn't do anything and it doesn't prompt me to do anything, either. Please help, thank you
