Bad idea to record that low. 10 FPS will badly lag and by recording that low you definitely won't be able to use these videos effectively on a 1080p monitor or a 4k one.
I would recommend shooting at 720p 24 FPS via Nokia Camera, keep the audio bass filter off so that it picks up clear audio, and if needed compress the videos later using Video Compressor in the Windows Store to either 360 or 240p.
But if you are determinded to shoot at lower res, the lowest I believe you can go is using Microsoft Camera and set video settings to 480p.
