Reinstall Windows 8

I'm past my 30 roll back period for Windows 10 and my computer will not boot in safe mode. How can I obtain Windows 8 software to reinstall. Windows 10 is calling for recovery disk but can't get past the blue screen

You're going to have to give out more details... Is it a laptop? What's the brand and model? Did that laptop come with a Recovery CD to reinstall Windows? Do you know if your laptop has a recovery partition built in the hard drive? If so you can boot that up to recovery Windows 8.
