Can I disallow my WP from restricting some downloads to WiFi connection? I am in Nigeria, and here, there is a limited number of WiFi networks and access to the available ones is limited and restricted.

As of the moment, the user cannot control the mobile data download restriction. However, it has been reported that this restriction may be lifted in Windows 10 Mobile. Until then, we're limited to what Microsoft's servers dictate for Windows Phone 8.1.
