Reset Option Greyed Out for System Apps

I have noticed, at least on my 640, that system apps cannot utilize the new reset option in CU. The option is greyed out for apps like mail and OneNote.

Is this behavior widespread, or just peculiar to certain phones?

Has anyone been able to reset the Mail app? Just trying to determine if it's a glitch or it's by design.

Can't reset Mail and Calendar or any of the "system" apps such as Alarms & Clock and Calculator. Looks like if you can't uninstall it, you can't reset it. Others like News, Sports, and Word that can be uninstalled can also be reset.
