Reseting phone and geting paid apps

Hello. I have a question. I bought a Minecraft PE on WP and downloaded it. If I hard reset it can I download it or I need to buy it again? Appreciate any help

No you do not have to buy them again. As long as you use your same MS account you can download them again for free.
(Some times you have to push pay but then you still do not have to pay)

And as you get a second/or new phone and use the same MS account you also get them for free
