Restart Required after update, but restarting takes no effect

I just updated my windows from my surface pro 4 device. Upon booting, the OS runs really slowly at first (my computer has never done this before), and it asks to restart to update the device: Surface Program Aggregator.

I restarted several times already, and I am still facing the same issue. I have about 32 GB of free space on my drive, so I don't think it is an issue about lacking space for any updates. After few minutes, everything works perfectly fine, but the "Restart Required" prompt won't go away.

Did anyone have the same issue?

And it's still showing up under your windows update screen? Just won't go away?
