Shared xbox, can the other user play my games?

I have a roomie who I share my xbox with and I was wondering if he'd be able to play games purchased under my account in his profile and vice-versa, I ask because I wanted to get Forza Horizon 3 and split the bill with him so I'd be able to play on both the console and my pc while he can play it as well.

If you set the xbox as your "home" console, then anyone can play the games you own and have downloaded to the console. However, I don't believe 2 people can both set the s console as their "home" console, but I could be wrong.

This is where I wish people hadn't gone ballistic on MS' original plans, in which you could have 10 "family" members that could play any game you own, as long as you're not playing it at the moment.
