Sign-In Setttings are greyed out

I am running Windows 10 and a Surface Pro 4. I can not enable or setup Windows Hello and all of my Sign-In Settings are greyed out.

After the anniversary update but possible they were greyed out before.

Is hello dependent on having a MS account rather than a local account? I'm not sure about this
