Since updating to Windows 10, why doesn't Outlook 7 send new emails?

Since updating to Windows 10, Outlook 7 doesn't send new emails

I can send forwarded emails, but no 'new' ones.

I get 0x800CCC13 as an error from Outlook when trying to send.

I was using Outlook 2007 on Windows 8.1 with no problems before the upgrade.

Any help that you can offer would be brilliant.
