Slow / laggy / choppy desktop animations in Creators when running UWP apps?

I have Creators on a Surface Book with Performance Base. If I'm running UWP apps all desktop animations, such as win-tab, or switching virtual desktops is slow and laggy. I don't have anything weird installed, I'm on stock drivers and and everything, and use 90% UWP apps. Has anyone else seen this? I went to the MS store and tested on a bunch of machines and it seems to affect all of the Microsoft systems I tested.
